SPECIAL MEETING AND WORK SHOP
1. Call to Order
Chairman Ray Collins called the Special Meeting of the Old Saybrook Harbor Management commission to order at 7:02 p.m.

3. Award Bid to remove moorings and harbor markers
The Chairman opened bids from CT River Dock and Dredge, $ 5600; Bombaci Construction $ 5250 and Port Clinton $ 3960.
Motion - Dick Goduti moved to accept the bid of Port Clinton, George Wall seconded;
4-0-0 motion approved unanimously
4. Pay invoices
Dick Goduti expressed his concerns that the Commission was starting a new policy of pay invoices any time during the month.
The clerk asked to be recognized to explain that if the Commission did not at least pay the sales tax invoice (which had not been received at the regular meeting which was moved a week early because of the Columbus Day Holiday) the Commission would be submitted to a penalty and a late fee.
The Chairman, Ray Collins said the Commission was not establishing a new policy but paying invoices that were due by the end of the month.

Ray Collins announced that the Annual Banquet for the CT Harbor Masters Association is scheduled for November 9th at the Woodwinds in Branford. Cost is $ 40 per person. He plans on attending.
Motion - Les Bowman moved to pay the submitted invoices, George Wall seconded
3-0-0 motion approved unanimously, Dick Goduti did not vote
5. Zoning Commission Referral- Saybrook Point Inn
Chairman Ray Collins asked Dick Goduti and George Wall to be a subcommittee to review the Zoning Commission referral. Mr. Goduti stated he did not want to get involved with something wrong as he believes the Harbor Management Plan says the Zoning Department must give the HMC 35 days to review an application and if the request was dated October 7th and the return date was November 5th, there was not 35 days notice. Ray Collins said he would go and speak to the Land Use Department although he believed the subcommittee could have reviewed the application and responded as there was no impact.

Motion - Les Bowman moved to adjourn the special meeting at 7:30 p.m., George Wall seconded.

Workshop Notes
Les Bowman has been working on the reviewing the Old Saybrook Harbor Management Plan and reviewed it with respect t6o the Old Lyme Plan. He put together references by Section numbers. He came across the designation of three areas:
Ferry Point to the 95 Bridge
North and South Coves and Saybrook Point
Beach areas and the Oyster River
The problem is these designations do not address the Long Island Sound waterfront (Fenwood Beach etc) and the area north of the Baldwin Bridge.
Les Bowman believes the history is covered in the Old Saybrook Plan as well as the impact on town wide goals (Sections references 4.5, 5.0 and 5.4).
Dick Goduti questions whether the Commission could work with just three districts. He believes further breakdown is needed. For instance he believes there are rules specific to the federal navigation areas of the Connecticut River and North Cove.
Les Bowman notes that Old Saybrook has more commercial development related to the waterfront than Old Lyme. He believes that in each residential area there is some commercial structure.
Les Bowman believes that there will be a difficult sell to the community if The Harbor Commission is seen as restricting docks.
Ray Collins asked what is driving the Commission to change the plan as it exists.
Dick Goduti saw his efforts on writing ordinances and dock regulations as additions to the existing plan.
Les Bowman notes that the Commission is enforcing a document that they are not familiar with.
Les Bowman reminds the Commission that Geoff Steadman, the professional that wrote the plan for Old Saybrook was working off the DEP "boiler plate" plan as was recommended by DEP. The Commission now has a responsibility to review the Plan and to keep it current to the needs of the Town.
Ray Collins believes the Commission needs regulations in addition to the Plan, so they can manage the waterfront and make changes as those changes are needed. Les Bowman confirmed that the potential to develop regulations without going back for ordinances is included in the Plan as it exists.
Dick Goduti believes the anchorages and mooring areas need to be defined.
The OS HMC has questions of the Old Lyme Harbor Commission as to why some of the regulations were written. Ray Collins had called DEP to see what they feel the OSHMC needs to add to their plan.
There was discussion of the Harbor Master appointments as Ray Collins stated that he had received a call from the Governor's Office which wants to appoint a Harbor Master. Dick Goduti clarified that the Harbor Management Plan put emphasis on the role of the Harbor Master. For the next meeting "Harbor Master candidates" will be added to the agenda. It was decided that if any interviewing was to be done, it would be done in Executive Session.
Dick Goduti believes that there are two choices:
Re-write the job description for who you get applying for the job; or
Get a professional Harbor Master
He also believes the roles of the Harbor Master and Dock Master need to be defined.
Les Bowman will work on a letter that will be sent with signed mooring applications regarding the Commission's position that the applications are for the boat listed on the application and that if an individual purchases a new boat; they are not guaranteed a mooring for the upcoming season. The length of the new vessel would need to be considered in relation to the existing mooring field.
The workshop was adjourned at 8:30 p.m.
